We are currently seeking to recruit a Senior Governance Advisor to provide assistance for a CIDA-funded
project to support Indonesia’s Islands of Integrity Program for Sulawesi (SIPS) and to be based in Jakarta (initial two-year term).

Terms of Reference for this position are as follows:
SENIOR GOVERNANCE ADVISOR, JAKARTA

Reporting to the Jakarta-based Project Director, the Senior Governance Advisor, an Indonesian, will play a pivotal role in ensuring that SIPS realizes its objectives with respect to strengthening KPK’s role in catalyzing change for corruption prevention in 10 sub-national governments in North and South Sulawesi and helping build KPK capacity to communicate and promote good governance practices among targeted stakeholders.  Based out of SIPS’ Jakarta HQ and traveling periodically to North and South Sulawesi, the individual will lead the implementation of these two components and liaise regularly with SIPS’ key national stakeholders in Jakarta in support of these objectives. The individual will serve as the project’s senior local anti-corruption expert and will provide key support to KPK in developing and implementing a KPK communications strategy for promoting governance reform and good governance practices.

Specific responsibilities will include:
·   Planning, organizing and ensuring the efficient delivery of project activities directly in support of KPK with assistance from SIPS’ Sulawesi-based team; 
·    Liaising and leading communications activities and SIPS collaboration with additional partner ministries and agencies in Jakarta, e.g. Bappenas, Kemendagri/MOHA, LKPP, Kemenpan and the National Ombudsman;
·    Provide ongoing support to KPK in the development of effective corruption prevention tools and techniques;
·    Work closely with KPK to help develop an effective approach for supporting sub-national government partners in preparing their Corruption Prevention Action Plans;
·    Provide key support to KPK and local communications consultants in developing and implementing a KPK communications strategy for promoting governance reform and good governance practices;
·    Identifying emerging project implementation challenges and alerting the Canadian Project Director;
·    Progress reporting and work planning;
·    Supervision of professional staff and consultants as required;
·    Supporting staff training and professional development as directed by the Project Director.

Qualifications:

Education:  
·    Graduate Degree preferred in Social Justice, Intergovernmental Relations or Communications; Undergraduate Degree emphasizing public administration, project management, local governance reform, anti-corruption or
other relevant specializations;
·    Additional relevant education and/or professional training would be an asset.

Experiences: 
·    Minimum 8 years work experience in anti-corruption initiatives, strategic communications or intergovernmental
relations;
·   Experience in functioning effectively at the senior policy level in an inter-agency context in Indonesia;
·   Experience in identifying and analyzing project implementation issues and identifying solutions
·   Experience in planning, managing and reporting on activities related to complex development assistance projects similar to SIPS.
·   Experience in building relationships at the national level and liaising with a range of interested parties including senior government officials and civil society groups.
·   Experience working in Sulawesi and understanding of Sulawesi culture and politics would be an asset

Knowledge:
·   Demonstrated knowledge, gained through experience, of national governance reform issues in Indonesia, including anti-corruption, and government decentralization.
·   Sound understanding of the importance of civil society participating in local governance activities.
·   Familiarity with decentralized governance in Indonesia, including transparency and accountability mechanisms.

Skills:
·    Previous experience working with bilateral or multilateral donors in a similar capacity/role as required for SIPS.
·    Excellent Indonesian communication (speaking and writing) and presentation skills, including knowledge of PowerPoint.
·    Ability to work well with people, both government and civil society, from different backgrounds and levels of responsibility.
·    Strong English oral, written and reading skills.
