Tetra Tech ARD

Tetra Tech ARD is currently accepting expressions of interest for the Community Development Specialist (Jakarta based) on our USAID Indonesia Forestry and Climate Support Project (USAID IFACS). USAID IFACS seeks to reduce the threats of deforestation and climate change, and help the Government of Indonesia (GOI) conserve the country's tropical forests, wildlife, and ecosystem processes (including carbon sequestration). JOB SUMMARY: Lead efforts under USAID IFACS Project to engage communities in a participatory process to improve their livelihoods and their capacity/commitment to sustainable forest management. Build the capacity of communities in target sites to engage proactively and confidently in multi-stakeholder forest management. MAIN RESPONSIBILITIES AND TASKS: 1. Guide and lead the USAID IFACS team and partners, including local governments, in the process of engaging communities in documenting baseline conditions,communicating on a variety of topics, identifying improved sustainable livelihood opportunities, building capacity, and assisting communities and local government development agencies to access PES and other forms of financing, including GOI budget ommitments. 2. Supervise field office community engagement staff and monitor the quality of work being done by local NGO grantees and sub-contractors. 3. Coordinate with other members of the USAID IFACS team and local government/other donors/NGOs to insure that project activities are coordinated at the community level. 4. Supervise the development and implementation of training programs directed at local government, NGO partners and communities. 5. Work with the Communications Specialist to insure that communications messages and media are appropriate for reaching community and local government audiences at all target sites. 6. Work with the spatial planning team to insure that plans address community needs for sustainable development at all target sites 7. Assist communities and government agencies engaged in local development to implement climate change adaptation activities. 8. Assist the M&E Specialist to collect community-level monitoring data. QUALIFICATIONS (MINIMUM REQUIREMENTS): University degree in related discipline. At least 10 years' experience implementing development programs at the community level. Strong management and communications skills. Ability to work effectively in remote areas with minimal external support. Understanding of climate change adaptation. Demonstrated ability to train and build capacity of community. Native fluency in spoken and written Indonesian. Professional competency in spoken and written English. Ability to engage in activities occurring in multiple field sites with multiple stakeholders across Indonesia. Willingness to travel extensively in Indonesia.
