ASEAN-Australia Development Cooperation Program (AADCP) Phase II Consulting opportunity for Supporting Research and Dialogue in Consumer Protection Closing date: 10 October 2012 The ASEAN Secretariat invites applications for the above-referenced project under the ASEAN Australia Development Cooperation Program (AADCP) Phase II supported by Australian Aid. Needs and Objectives The project will facilitate improved policy directions through the synthesis of experiences and lessons learned within the field of consumer protection. It will also provide the ASEAN Committee on Consumer Protection (ACCP) with the knowledge and substance to bring specific consumer protection trends and issues to the attention of other ASEAN sectoral bodies. This can be seen as an essential part of wider institutional capacity development for consumer protection and is a multi-dimensional challenge involving a full range of stakeholders, sectors and issues. These objectives will be achieved through the production of a range of policy briefs as well as more comprehensive case studies during a two year period between 2012 and 2014. These will be for distribution to the various ASEAN sectoral committees and bodies for whom consumer protection is pertinent. The project will also foster dialogue between government, NGOs and the private sector through annual knowledge sharing conferences. This consulting opportunity will support these activities with a view to enhancing the knowledge and understanding of new emerging consumer protection concerns that impact on cross-cutting issues in ASEAN Member States (AMS). The consultant will work with the Competition, Consumer Protection and Intellectual Property Rights Division (CCPID) of the ASEAN Secretariat (ASEC) and the AMS. Qualifications In its proposal the bidder should demonstrate the following qualifications: · Familiarity with consumer protection, consumer rights, consumer programs and legislation, and consumer demands for safe and sustainable consumption practices; · Thorough understanding and in-depth knowledge of current and emerging consumer concerns and related issues, especially within ASEAN; · Good understanding of the interrelationship between promoting consumer protection and fair business practices in the global marketplace; · Proven experience in preparing knowledge management and communication materials; · Proven track record in research, survey, activity design and delivering technical assistance, including effective capacity-building, related to consumer protection; · Understanding of ASEAN and its work on consumer protection as an important element in the process of people-cantered economic community building; · Have extensive experience in policy making and providing policy advice to governments and have considerable exposure and network with consumer protection agencies; · Proven experience in dealing with senior government officials, parliamentarians, private sector and other identified stakeholders; · Proven track record in publication of materials; · Proven ability for accuracy under pressure and adherence to deadlines; · Good computer skills with adequate knowledge of multi-media presentation and dissemination of outputs and documentation; and · Proven skills in writing and conversing in English. A thorough understanding of ASEAN, ASEC and AADCPII procedures will be considered added value.
