The PTDDA project builds on the achievements, best practices and lessons learned of its predecessor, Peace Through Development (PTD) project, which was implemented in Maluku, North Maluku and Central Sulawesi. This project will expand to Aceh and East Nusa Tenggara where underlying causes of conflict provide a continued risk to an outbreak of violence and where victims of conflict, in particular vulnerable women and children, continue to need support. Duties and Resposibilities. As a senior member of the National Project Management Unit (PMU) and reporting to the National Project Manager, the Conflict Prevention Specialist will have responsibility for assisting the Project Management Unit and Project Implementation Units (PIUs) in accomplishing their tasks relating to all project activities. Specifically, the Conflict Prevention Specialist will carry out the following tasks: Strategic Oversight: • To overview all project activities at the national level and sub national level to ensure they fit with project strategy and are selected on at least a `do no harm' basis; • To assist the regionally based Project Implementation Units (PIUs) in developing similar regional level oversight; • To undertake continuous liaison with the Government, the private sector, civil society and community leaders in order to maximize transparency and responsiveness of project activities; • To perform other related functions as required in this area. Management of Technical Assistance: • To overview project activities at the national level and sub national level, in particular their form, contents, timing, effectiveness, project transparency and results, to ensure they are in line with documents agreed by the Project Board; • To assist PMU and PIUs in identifying project activities to be supported; • To ensure that project activities contribute to project objectives and approaches, and that proposed activities are technically feasible, and in line with project approval processes and procedures; • To assist PMU and PIUs in efficient allocation of available budgets for project activities towards realizing project objectives; • To provide project related assistance to implementing partners as necessary to enhance project formulation and delivery, and to maximize sustainability and the peace-building/ conflict prevention impact of all project activities; • To identify need for, coordinate and oversee provision of technical assistance to partners through supervision of short-term consultants and other technical assistance providers; • To manage monitoring processes of all project activities to ensure that implementation is in accordance with agreed works, and to distil lessons and good practices of value for future programming; • To ensure reporting arrangements for project activities are in place, are being implemented and are met in a timely manner, meeting high standards; • To act as PTD's in house expertise on Conflict Prevention activities; • Facilitate relevant in-house and external information sharing and knowledge management; • To perform other related functions as required. Qualifications: • At least 7 (ideally 10) years of increasingly responsible professional experience in implementation and/or management of conflict-related or peace building activities; • Bachelors degree in peace studies,public administration, public policy, political & Social Science, Legal, international development, or other relevant field; • Previous experience working with community and media, Government Agencies (central and local), civil organizations and intenational organizations is an asset.in Government related projects and in close collaboration with both Governmental and non-governmental sectors. • Having knowledge and strong interest in the field of planning and budgeting, public policy area in particular of peace • Previous experience working in Government related projects and in close collaboration with both Governmental and non-governmental sectors; • Demonstrated ability in working in project contexts including and understanding of project cycles, project formulation, monitoring, reporting and evaluation; • Fluency in verbal and written English, but a limited knowledge acceptable if candidate matches other skill areas; • Strong ability to draft, edit and produce written results-focused reports in Indonesian and ideally in English too; • Proven capabilities with computers to keep records and produce reports; • Good knowledge of post-conflict areas of Indonesia and its specific cultural needs and social issues; • A full understanding of and commitment to gender issues; • Good communication, interpersonal and liaison skills; • Experience in working in an international group of counterparts and stakeholders; • Must be a good team player committing to enhancing and bringing additional value to the work of the team as a whole; • Willingness and ability to travel to remote field sites. The Administrative and Finance Associate is responsible for assisting administrative and financial activities of the Project including planning, coordinating, monitoring and reporting. Under the supervision of the National Project Manager, she/ he will perform the following functions and duties: Finance • Under the supervision of the NPM, formulate overall project's financial plans and budget for this project. • Prepare and arrange all disbursements, payment requests, travel authorizations, contracts, etc. • Control expenditures, maintain and update financial records and report to the NPM monthly; • Prepare quarterly financial report, financial revision and /or budget rephase and submit to National PMU as required; • Prepare the required financial reports for the Government purposes, as outlined in the National Budget System (APBN). • Act as custodian of office petty cash; • Under the supervision of the NPM set up a suitable filing system for financial documents, both electronic and hard copy. Administration • Responsible for coordination and liaison on project administrative and financial matters with National PMU and GOI, as appropriate; • Under the supervision of the NPM establish administrative and financial systems and forms and maintain them; • Answer the phone; • Sorting out in-coming and out-going correspondence; • Keep inventories of and maintain office equipment and supplies; • Arrange for procurement of equipment and office supplies according to the rules; • Monitor, control and maintain personnel matters such as contracts, annual and sick leave; • Maintain records and files for administration and personnel; • Assist the logistical preparation of Workshops & Meetings; • Establish a suitable system for classification, compiling, storing and processing materials including clippings and photographs, for programme documentation; • Perform other duties as required by the NPM. Qualifications: • Academic background preferably in Finance/Accounting or related field; • Minimum 3(three) years experience in handling financial matters in addition to some experience in administrative affairs. Project related experiences will be a plus; • Experience in development organizations or NGOs preferred; • Excellent communication skills; • Full working knowledge of Bahasa Indonesia and ability to speak and write in English; • Posses computer skills essential, (word, excel, data base management) • Progressive, energetic and innovative; • Personal commitment to peace and reconciliation.
