Tetra Tech ARD

Tetra Tech ARD is currently accepting expressions of interest for the Community Development & Outreach Officer (Sarmi-Papua based) on our USAID Indonesia Forestry and Climate Support Project (USAID IFACS). 

USAID IFACS seeks to reduce the threats of deforestation and climate change, and help the Government of Indonesia (GOI) conserve the country's tropical forests, wildlife, and ecosystem processes (including carbon sequestration).

JOB SUMMARY: 

He/she is responsible for the overall implementation of USAID IFACS activities in his/her designated region, including one or more landscapes, in the area of community engagement and development in support other
components of the project. He/she will foster strong working relationships with the communities assuring their voice is heard and respected in project planning and implementation activities. He/she will report to the Regional
Manager and receive technical advice from the Jakarta based Community Development Specialist and Communication and Outreach Specialist. 

MAIN RESPONSIBILITIES AND TASKS:

1. Develop and implement training programs directed at local government, NGO partners and communities;

2. Work with the Jakarta based Communications Specialist to develop communications, messages and media that are appropriate for reaching community and local government audiences at all target sites;

3. Deliver approved communication materials (educational, outreach, campaigns, etc);

4. Assist and build the capacity of communities and government agencies engaged in local development to implement climate change adaptation activities;

5. Work with the Jakarta based Community Development Specialist and regional team to identify improved sustainable livelihood opportunities. And lead efforts to engage communities in a participatory process to improve
their livelihoods and their capacity/commitment to conduct sustainable forest management;

6. Assist the M & E Specialist to document baseline conditions, and collect community-level monitoring data;

7. Identify local NGOs with the potential to be trained to engage communities in the areas of SFM, Good Corporate Citizen (GCC), and LED;

8. Provide support to other team members in approaching and working with communities to meet project goals and results; 

9. Participate in the development of the initial regional, landscape, and district level implementation plans in the area of community engagement and development based on the overall project work plan and oversee their
implementation. This will involve coordinating with the technical experts from the three components and developing and maintaining direct consultation with a number of communities critical to project development and
implementation;

10. Contribute to the annual planning process, engaging communities to identify opportunities for project engagement with them and contribute to overall project work plan development; and

11. Assure cohesive and consistent communication and dialogue with communities and other key regional stakeholders including GOI officials, NGOs, universities, private sector players, and other donors. This will
involve establishing a working relationship with some and information sharing with others. 

QUALIFICATIONS (MINIMUM REQUIREMENTS): 

University degree in relevant subject matter such as rural development, sociology, anthropology, informal education, and others preferred.

10 years of experience working in similar roles either for donor projects, the private sector, or GOI, 3 years of experience working on donor projects preferred.

In depth knowledge of the assigned region/landscape; should either be from the region or have at least 5 years working there. 

In depth understanding of land use, governance, conservation and climate change issues in the assigned region.

Understanding of climate change issues related to community development.

Understanding of and preferred experience in improving sustainable livelihoods.

Native fluency in spoken and written Indonesian;

Professional competency in spoken and written English.

Strong coordination and team playing skills.

Strong written and verbal communications skills.

Ability to engage in activities occurring in multiple field sites with multiple stakeholders across Indonesia;

Willingness to travel extensively in Indonesia.
