CARE International Indonesia (CII)

CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and micro-credit. CARE Indonesia in East Nusa Tenggara (NTT) is currently recruiting the following position for its project: JOB TITLE : COMMUNITY EMPOWERMENT ADVISOR DEPARTMENT/PROJECT : PROGRAM/AIDC REPORTS TO : PROJECT COORDINATOR JOB SUMMARY CARE is non-sectarian, non-profit international organization whose mission is to serve individuals and families in the poorest communities in the world. Drawing strength from its global diversity, resources and experience, CARE promotes innovative solutions and advocates for global responsibility. The Community Empowerment Advisor will report to the Project Coordinator and is responsible for developing and facilitating community planning initiatives; identifying and fostering development opportunities; ensuring public input into development plans and projects; and administering and monitoring community empowerment and transfer initiatives. Providing adequate services will result in opportunities to increase the development of the community and increase local responsibility for AIDC program deliveries. Providing increased opportunities will have a significant effect on the overall well being of community residents. This position will work in consortium that CARE is part of it and aims to support the inclusion and participation of women, children and people with disability in DRR in communities and schools of remote and rural areas of the target districts by strengthening inclusive DRR at community, district, province and national level. Primary focus will be on supporting the capacity of sub-national actors including BPBD, Dinas PPO, Dinas Sosial and local civil society organizations and developing sustainable mechanisms to transfer knowledge and skills to local stakeholders, ensuring that DRR plans and their implementation are inclusive of the needs of the most vulnerable groups. RESPONSIBILITIES AND TASKS 1. Lead the successful development, elaboration and roll out of all DRR elements and operational plans that focus specifically on community well being; 2. Ensure quality, focus and feasibility in the development, design, implementation, monitoring and evaluation of AIDC interventions in integrated community resiliency and, disaster mitigation and management. 3. Ensure that these interventions are designed and developed not only in alignment with a fully integrated with the consortium approach but also in compliance with Donor standards; 4. Lead the provision and/or establishment of needed tools such as SPHERE guidelines, methodological approaches, technical assistance, training / capacity building, support and accompanying business processes to ensure that program interventions in DRR achieve or surpass relevant AIDC objectives; 5. Lead the successful development, elaboration and roll out of implementation strategies and operational guidelines in response to community DRR priorities; 6. Support the consolidation of a learning culture - based upon evidenced based best practices and international standards- to enable program staff to achieve and/or surpass established targets and standards; 7. Impart appropriate mentoring, coaching and supervision in order to equip, motivate and empower the AIDC program staff to achieve and/or surpass the established targets. 8. Other required task given by Supervisors. QUALIFICATIONS Work experience: a. Extensive experience managing complex projects and work with government agencies and building partnerships with NGOs or other civil society organizations that focusing on gender issues would be an advantage. b. Experience in the development, implementation, and evaluation of a community-based project. c. Proven ability to manage team work to achieve certain targets by delegating the works effectively and creating an environment in which the individuals are highly motivated. d. Proven ability to develop and maintain effective and frequent communication which is critical for keeping the project moving, identifying potential problems, soliciting suggestions to improve project performance. Computer and language skills: a. Fully computer literate. b. English spoken and writen is desireable. Desirable Qualifications and Competencies (including interpersonal skills) a. Familiar with CARE system is highly desirable. b. Ability to develop people. c. Excellent communication skills. d. Good interpersonal skills. e. Problem solving skills. f. Time management skills. g. Willing to travel and work in a remote location.
