Consultants should submit electronically their complete curriculum vitae, updated P11 form accompanied by photocopies of certificates addressed to: jakartahr@unicef.org (Please quote the reference number for which you are applying for in the subject line: VR-12-011, CBEIS Consultant) Closing date: 10 August 2012 REFERENCE no: 12-011 Title: National Consultant: Community-Based Education Information System (CBEIS) Consultant Type of Contract: SSA (Special Service Agreement) Duty Station: Kupang, Nusa Tenggara Timur (NTT) Contract Duration: 4 (four) months SUMMARY OF THE CONSULTANCY: The Individual consultant CBEIS will support Kupang Zone office in providing technical assistance to ensure quality of CBEIS data and database to allow good quality analysis and data utilization; also to facilitate provincial and district government partners and other relevant stakeholders in conducting good quality of data analysis and reporting. Duties and Responsibilities: Over a period of 4 months, the consultant will undertake following tasks: § Build networks of communication with CBEIS implementing partners as well as experts supporting the CBEIS process in NTT. § Understand CBEIS concept and its implementation in NTT Province, including education database system in government § Write an Inception Paper § Support the local government to identify local facilitator / focal person to help coordinate the activities at province and district level. § Facilitate conversion of CBEIS database from Visual Fox Pro or other platform to a more statistic friendly platform (SPSS/ Access/ Excel, etc) § Complete BEIS data review from six districts (Belu, Alor, TTS, Kota Kupang and Sikka) against quality standards set in Inception Paper and support provincial CBEIS database as an aggregate from the six districts datasets § Develop feasible follow up assistances to district government (provide assistance to 6 districts) § Develop training scenario for CBEIS data analysis & report writing, prepare activities with the governments. § Identify target or participants for training: CBEIS Data analysis and Report Writing training § Supervise provincial and 6 districts teams in finalizing good quality reports and Presentation Materials § Provide technical support for CBEIS results presentation at the province and districts (if available). PROFILE OF THE IDEAL CONSULTANT: · Advanced University degree Education, Demography, Statistics, Social Sciences or other relevant disciplines. · Having at least 5 (five) years of professional work experience in the field of education quantitative data analysis · Experience in data quality assurance, database and data management · Sufficient knowledge in popular statistics software such as SPSS, Access, etc. · Committed, embraces diversity and shows integrity · Experience in working with local government at province or district is an asset · A good team leader and drives for results · Has good writing skills, both Bahasa Indonesia and English · High capacity in analyzing, planning and organizing. · Fluency in English and Bahasa Indonesia is essential UNICEF IS A SMOKE–FREE ENVIRONMENT
